    Expanding Evaluation Capacity: A Primary–Ancillary Approach for Diverse Learners

    Schools face a shortage of qualified evaluators while serving increasingly diverse student populations. This session presents a primary–ancillary approach as a scalable, defensible solution to expand evaluation capacity. Grounded in the Standards for Educational and Psychological Testing (2014) and examiner qualification guidance within Riverside Insights assessment manuals (e.g., Woodcock–Johnson V; Woodcock–Muñoz Language Survey–III), participants will examine how trained ancillary examiners can support standardized administration under supervision while the primary examiner retains responsibility for interpretation and decision-making. Attendees will leave with a practical framework to increase efficiency while maintaining validity, compliance, and instructional relevance.

    1. Explain the rationale for a primary–ancillary model in addressing evaluator shortages and supporting diverse learners

    About the Speaker:

    Dr. Edward K. Schultz is Professor of Special Education at Midwestern State University (MSU). In addition to preparing educational diagnosticians at MSU, he has written numerous peer reviewed articles concerning SLD identification, conduct training across the country, and has worked with state departments of education.
